Citation: | MPSC. Queen's Birthday Honours.Citation: Sgt Cavan joined the Military Provost Staff Corps in 1976 after service in the Royal Corps of Transport in many parts of the world including Aden and the Radfan. For the past four years he has been in charge of the Military Corrective Training Centre farm which comprises extensive gardens and a piggery of 200 pigs. The purpose of this farm is to provide constructive and useful rehabilitation training for Servicemen under Sentence before their discharge to civilian life. Throughout his time in charge of the farm Sgt Cavan has devoted all his working time and many of his own leisure hours in re building the whole structure on a new site. The original design was his, and he has been so enthusiastic about it and has so fired the imagination of the Servicemen committed to his charge, that in addition to their normal duty they have volunteered their efforts for the construction work, and the every day labour required for completion within a year. By involving these Servicemen in management aspects and in planning, he has given them a new sense of purpose and equipped them with a skill and a fresh outlook on life which was lacking before, he has taken a very deep personal interest in every Serviceman in his care, sparing no efforts to ensure that he has imparted each and every one his own considerable experience and knowledge so that they are fully equipped to earn a useful living on discharge. In summary, Sgt Cavan is an exceptional, loyal and energetic NCO for whom nothing is too much trouble. He is a born leader who gives up almost all his spare time for the benefit of others. In view of his outstanding quality he is strongly recommended for an appropriate award.Initiating Officer Lt Col T J R Illingworth, Royal Irish, Commandant MCTC.
