Citation: New Year Honour. 23937859 Staff Sergeant Paul Andre Rayner. RMP. (now discharged). For work at the Sennelager Training Centre. Jan 1982 - April 84.Citation: S/Sgt RAYNER has been employed as the RMP Police Adviser at NITAT (BAOR) since January 1982. His job involves teaching and advising all units on the following subjects - Legal Aspects, including all forms of arrest, Evidence Handling, Preservation of Scenes of Crime, Op Logging Exercise and liaison with the RUC and RMP Pointer Teams. In addition,m he acts as the Chief Clerk for NITAT's TAC Wing and is involved in updating the incident and map boards. he has proved to be a most conscientious worker, who is prepared to work very long unsocial hours to ensure that units are fully prepared for their operational tours in Northern Ireland. Without doubt, his enthusiasm, tact and skills in putting across a very difficult subject, ensures that all ranks are fully conversant with the law and the problems of RUC liaison. Every Commanding Officer has stated that without S/Sgt RAYNER's expert advice, individuals would have had many legal problems during their tour. On his own initiative, S/Sgt RAYNER introduced an OP logging and reporting exercise, which involves every soldier going to Ireland. This has had a tremendous benefit in Northern Ireland, as now every soldier is confident in logging correct details of sightings, movement and any abnormalities that occur. This has aided the intelligence staff who use these reports to corroborate various reports from other agencies. Again on his own initiative, he organised supporting legal lectures for students who are taught at NITAT's Search Training Wing. This was not previously done. He also ensured that all instructors in every NITAT department are aware of all the legal difficulties so that no false lessons are taught by them. Above all else, he is a loyal dedicated and a soldier of the highest standing.
