| Citation: | North West Europe. Citation for the OBE: This officer has been the Provost Staff Officer whose duty has been the maintenance of military discipline and good order throughout the Army during its progress from the Beaches to the Baltic. Owing to the disorganisation or absence of Civil Police forces in liberated and enemy countries, there has been added the further grave responsibility for preventing disorder among the civil population, and recently in Germany, ensuring obedience and good behavious under Milittary Government Law. His imperturbability under exacting conditions and powers of organisation of the highest order caused a large number of suspected persons, including some war criminals, to be apprehended and an enormous displaced population to be controlled and prevented from continual looting and riot. At one time the stealing and improper possession of WD stores in liberated countries gave cause for anxiety. By his capapcity for careful though and hard work the larceny of petrol and rations was almost entirely stopped and Government property of enormous value was recovered for use in operations.Col F C Drake, DPM Second Army.
