Citation for MBE: Major Carter, whilst DAPM (Traffic) on the staff of the DPM HQ Eighth Army in Italy from 1 Jan 45 - 7 Mar 45, and previously throughout the entire Italian campaign, has been very largely responsible for the successful control of traffic in the Army area and for the traffic organisation of all Army road-heads and railheads. His efficiency and application at all times has been such that many policy and practical decisions of the Staff have been based on his personal advice and recommendations. But over and above the normal duties required of his appointment, Major Carter has gone out of his way to watch, advise, and inspire all ranks and units of the CMP under Eighth Army in their practical control of huge volumes of traffic. In all weathers, night and day for long continuous hours, Major Carter has himself been out on the road where conditions were most difficult, and by his own personal example helped to maintain enthusiasm and cheerful co-operations of all concerned in road movement.Lt-Col J R Archer Burton OBE DPM 8 Army.
