Citation: Italy. Citation for MBE: Captain COOPER commands a SIB Section operating in and around BARI. BARI is the centre of a highly organised and efficient Black Market, and the extensive layout of the military depots combined with the shortage of military guards has resulted in organised pilferage by civilian gangs on a very large scale. Captain COOPER has tackled the problem energetically and with conspicuous success. He has succeeded in breaking up the principal gangs engaged in the mail-bag, sugar and flour robberies, and the decline in organised pilferage is directly due to his tirelessness, efficiency and enthusiasm, while on several occasions he has displayed considerable courage when effecting single-handed the arrest of armed racketeers.
