Citation: New Year Honour. Major Kevin Thomas Bacon (503747). Ops. Officer, 101 Pro Coy. RMP.Citation: Major Bacon was appointed the Special Operations Officer BAOR in January 1987. It was a new post whose incumbent is responsible for the Close Protection of those at risk from terrorists or others in BAOR. He first had to establish liaison with and earn the respect and cooperation of sister organisations, particularly the German Police and their Special Protection Units. He also had to gain the confidence of units being visited by persons he was protecting. These tasks involved extensive travelling, patient and meticulous briefings, preparation and conduct of joint training. In establishing the excellent liaison andreputation he now enjoys, Major Bacon never waivered in his persistence and never balked at the long unsocial hours it absorbed. Major Bacon commands a team of full time specialist personnel and is reinforced for operations by qualified personnel from other Provost units. In order to maintain the required level of alertness and skilled reaction, a constant and intensive programme must be managed. He preforms this function in a highly professional manner and in spite of being fifteen years older than his men, he maintains his lead from the front. The level of physical fitness this requires of him entails many hours of individual effort. As his unit was new when he took command he had had to develop its accommodation, equipment and staffing needs. Amongst a background of limited resources, the procedure to acquire his needs has required tenacity, persistence and patience which he has never failed to display. For some 150 days a year he is committed to active operations protecting ...ranging from HM the Queen and members of her family to senior officers and officials deemed to be at risk. Once an operation commences he will have spent many days liaison, reconnaissance and preparation. For the duration of the operation he is personally and entirely committed for up to twenty hours a day. Major Bacon has created a close protection service for BAOR which is effective and discreet. He has done so by exhibiting persistence and stamina far in excess of that normally expected in peacetime. In effect he is constantly on operations relegating his time for himself and his family to a distant second place. The result has been effective and credible protection and a significant contribution to counter terrorism, Major Bacon's conduct and service fully merit recognition.Recommended by: PM BAOR.
