Citation: New Year Honour. 22559934 Staf Sergeant Keith Newby Cowen, SIB. Cyprus, Malta Lybia. RMP. Nov 1963 to date.Citation: For the past 2 years 8 months Staff Sergeant COWEN has been solely responsible for SIB investigations in Eastern Cyprus. He has carried out his duties in an exemplary fashion, and duet to his extreme conscientiousness and his cheerful acceptance of very long and irregular hours, he has produced excellent results. Numbers of serious cases have been brought to a conclusion due to Staff Sergeant COWEN's tremendous hard work and determination in pursuing his investigations. In one of these cases a conviction was obtained for rape and attempted rape on a 14 1/2 year old girl; and in another for the attempted murder and rape of a young girl. The procurement of these convictions depended on the evidence that Staff Sergeant COWEN produced. He show tact and courtesy as well as persistence in pursuing his enquiries, and his extremely fair and correct manner in the witness box has earned him favourable comment fro officers and officials at Court Martial. A happily married man Staff Sergeant COWEN sets a high moral standard and commands the respect of the community in general. At work, due to his fine qualities, he sets an admirable example to his colleagues and to all those with whom he comes in contact during the course of his duties.Recommended by: DAPM, SIB,Cyprus, Malta, Libya.
