Citation: | New Year Honour. Captain Peter Robert Lee (474343) SIB. FARELF. RMP. 8 Nov 1968 to Date.Citation: Captain P R LEE RMP assumed the appointment of Officer-in-charge of a Special Investigation Branch (SIB) Detachment Singapore, on 6 November 1968. On 4 January 1970, he took control of all SIB investigations in Singapore on the departure of the Deputy Assistant Provost Marshal SIB FARELF a Major whose appointment was dis-established on the assumption that the frequency and seriousness of cases requiring investigation by the SIB would decrease. In the ensuing eighteen months this has not been the case. Events have proved that he has been required to undertake numerous serious and delicate inquiries, the conduct of which has demanded a high degree of professional skill combined with much discretion. The nature of some of the inquiries was such that they would normally have been undertaken by a much more senior SIB officer had one been available in the theatre. Capt LEE has shown that he possesses may qualities above those required of his present rand and he has carried out his investigations, may of which were of a most unpleasant nature, with meticulous tack and scrupulous fairness. At one time there was considerable concern about allegations in the local press of widespread drug abuse amongst Service school-children in Singapore. Only by his high standard of supervision of protracted and delicate inquiries by his investigations, was Captain Lee able to supply sufficient facts to enable Commanders to make a balanced appreciation of the situation and initiate remedial action without undue adverse publicity. In addition, Capt LEE controlled the inquiries into this matter in such a way that a high standard of co-operation was obtained from the children, parents and school teachers concerned; in doing so he assisted in preparing the way for the subsequent remedial action. He has also mad a noteworthy contribution to the education in drug prevention of the units in Singapore. In addition to his British responsibilities, Captain LEE was tasked with the supervision and training of the Australian and New Zealand SIB Section (SIS) Singapore. This was necessary because the SIB had been expanded and the range of offences with the investigators were required to deal increased, but no suitable qualified Australian or New Zealand officer was available. As a result of Captain LEE's sustained efforts during the past eighteen months, together with he leadership and high standard of technical ability, the SIB have achieved a good standard of operational efficiency.Recommended by: Lt/Col APM HQ FARELF.
