Citation: | 193370 Lieut-Col. Ralph Gwyn Davies, MC.Citation for OBE. 20/8/1968 to 14/7/1971. APM Berlin. Lieutenant Colonel Davies has held the key appointment in Berlin of Assistant Provost Marshal for nearly three years. In addition to his normal Provost duties, Lieutenant Colonel Davies has been responsible for controlling and supervising all Royal Military Police patrols around the perimeter of the British Sector of Berlin and the Soviet War Memorial. In the event of an incident he has made it his duty whenever possible to be the first British officer to arrive on the scene. As a result he has become known to the Soviet and East German officials as a recognised authority with whom they should deal. Furthermore he accepts that once involved h cannot expect to be relieved, no mater how long the incident lasts since a change in the lever of representation might be interpreted as a change of policy. By his selfless enthusiasm, initiative and sound judgement, particularly in dealing with an incident, Lieutenant Colonel Davies has been able to make an exceptional contribution to the avoidance of tension in Berlin. He has dealt closely with this Russian counterparts at the Soviet War Memorial and the Allied Check-points. His opinion and experience is much respected by all members of the British Military Government and his is frequently used to clarify Soviet intentions and to deliver protest to them. By his bluff good humour, tact and shrewd judgement, often under trying circumstances, he has achieved remarkable results. Throughout his tour he has worked in a very close harmony and co-operation with this French and American colleagues and they too regard him with respect and affection. His loyalty and conscientious hard work have been far above the normal course of duty.Recommended by GOC Berlin. |
