Citation: New Year Honour. Major (acting) Robert Henry Metcalfe (359581). Bielefeld Det. SIB RMP. 1964 - 1968. Captain METCALFE has been the Officer in Charge of BIELEFELD Special Investigation Branch Detachment for over four years. In the past year, he has also carried out the duties of Deputy Assistant Provost Marshal, Special Investigation Branch of the whole of the Eastern Area the British Army of the Rhine including the British Sector of BERLIN. He has performed all these tasks, many of which have been protracted and difficult, in an exemplary manner. Notwithstanding that, for reasons of age, appointment to a permanent regular commission and advancement in rank have been denied to him. Captain METCALFE has consistently and conscientiously handled a workload invariably distasteful in content - which would have daunted most police officers,military or civilian. His loyalty and his exceptional devotion to duty, tempered with a proper sense of fairness and sympathy towards individuals in trouble, yet with a firm appreciation of the interest of the Service, have been of the highest order. In addition, Captain METCALFE has built up an excellent relationship with the various civil law enforcement agencies, particularly with the German Police and public prosecutors, in hi area. Their trust and confidence in this officer is very apparent and their co-operative attitude in matters of jurisdiction and criminal procedures owe much to his work. His personal effort in this direction have produced a benefit to the Army, which could only have been achieved by an officer of his quality, experience and determination; and have enhanced the reputation of the Army in the eyes of the German population. Capt METCALFE who retires during 1968 has, by his dedication to duty, his calm and imperturbable manner, and by his outstanding professional competence, been an inspiration not only to those concerned with investigation and suppression of crime in the Army, but to many who have know him during his long years of service.Recommended by: Lt/Col.
