Citation: | Former PM. Late Lincolnshire Regt, now RARO. Citation for CBE: Brigadier Oulton has now completed his tenure of 3 years in the appointment of Provost Marshal and Inspector of Prisons - an appointment he has filled not only with success but with distinction. As Commander of the Corps of Royal Military Police he has proved himself and imaginative and far sighted administrator. With patience, understanding and tireless determination he has demanded the standard of performance which is now universally acknowledged. Perhaps his greatest achievements lie in the reforms which have been effected in Military Corrective Training Establishments. His energy, integrity and vision have transformed the M.C.T.E. Colchester into a high grade training establishment which has won acclaim from Commanders and unstinting approval in Parliament. His untiring efforts have been bent to the successful rehabilitation of the soldier as a useful member of the Army, and he has not spared himself to achieve this fine purpose. His fine personal character and his unflagging enthusiasm have been reflected in the spirit of the Military Provost Staff Corps whose duties lie within the Corrective Establishments. Their morale, their sense of purpose and their efficiency have made tremendous strides towards the goal which Brigadier Oulton had always in sight and which will long survive his term of office.
