Citation: | Kuala Lumpur. Aug 53 - Dec 54. Citation for MBE: Captain MACKINNON has commanded the Special Investigations Branch, Royal Military Police detachment, Malaya since August 1953, which has been responsible for Special Investigation work for most of MALAYA Command. It has been recognised that with only one officer, this detachment is decidedly understaffed and efforts are being made to increase it. In addition to the normal day to day responsibilities in comparatively minor crime, Captain MACKINNON has carried out a most complicated series of investigations into fraudulent dealings in connection with Army Contractors, involving regular travels over long distances, and including two trips to the United Kingdom. These investigations involved five major units and a very considerable amount of paper and account work, and brought to light, fraud in the region of 50,000. His success in these cases has been due to his energy, complete devotion to duty, and his ability. Although extremely hard worked, and almost invariably on duty over weekends, he has always been cheerful. I consider without hesitation that he has done outstanding work, far and above the normal call of duty, and in fact beyond the physical capabilities of most officers.Lt Col C H Howarth MBE TD AAG Malaya Command.
