| Citation: | Korea. Citation for OBE: Lt Col LOCKSLEY has been Assistant Provost Marshal Headquarters British Commonwealth Forces KOREA since 8 February 1952. At the time that he assumed his appointment the integration of the Commonwealth Military Police resources was commencing with consequent problems of command, control, operation and administration. The implementation of the Japanese Peace Treaty created an entirely new set of policing problems in Japan. By firm leadership and ability Lt Col LOCKSLEY succeeded in dealing with the many and varied difficulties arising from the changed circumstances. The Provost organisation throughout the theatre is now first class and a model of efficiency. Relations with the Japanese police are excellent and combined policing has reached a high standard of co-operation. Lt Col LOCKSLEY's personal determination, tact, and honesty have had a decisive effect upon relations with the Japanese police and magisterial authorities. He is personally respected and liked and this has undoubtedly resulted in lack of friction in dealing with the difficult problems of Japanese jurisdiction over Commonwealth personnel. Lt Col LOCKSLEY's experience and advice have been of the greatest value to the staff during a period of considerable difficulty and his services have been of a very high order.
