Every day large quantities of foodstuffs, cigarettes and materials of practically every description are being stolen from the docks at Antwerp, from storehouses and ordnance depots and from military trucks. A few days or even hours after they are stolen the goods are put up for sale in the black market. He also told how his men were fighting a racket in manufacturing and sale of hooch liquor wood alcohol which has a deadly effect.
