Citation:   New Year Honours. Brigadier Norman Charles Allen, OBE. ADC. (454098). APM & CRMP. HQ Berlin, RMP. Jul 77 - Nov 79. Citation: Lieutenant Colonel ALLEN has just completed and outstanding two and a half year tour as Assistant Provost Marshal and Commander Royal Military Police in Berlin, during which he has set and maintained the highest professional standards by his un-stinted efforts and personal example. The excellent performance of his duties has been recognised not only by the British community, but by the British Military Government, which equates to a medium sized embassy, the Allies, the West Berlin Police and the local community. The special position of the Allies in Berlin produces many unusual situations which require handling with the greatest tact and diplomacy. He has accomplished this in an exemplary manner, with commendable patience and understanding and having to react frequently to incidents of an international nature day and night. The tasking of his limited and often overstretched police resources in their daily routine of road access, wall and wire patrols as well as normal traffic and disciplinary duties have been intelligently and sympathetically managed to the benefit of all concerned. He has also sought and achieved the fullest cooperation with the Royal Air Force, the Allies, The West Berlin Police and has been exceptionally successful in maintaining the best possible relationship with the Soviets on all maters of right an access. His chief responsibilities for security and traffic control in the British Sector of Berlin have included the annual Queen's Birthday Parade, the Allied Forces Day Parades and two bienniel Tattoo's, which are major ceremonial functions attended by Royalty, Heads of State and large numbers of local, diplomatic and allied dignitaries. His foresight, planning and coordination for these large scale events has always been excellent, but he is particularly commended for his part on the occasion of Her Majesty The Queen's visit in May 1978 and President Carter's visit the same year. In addition to all this he has managed to play a full part in community life, which has only been possible because of his strong sense of duty and exceptional diligence for which he is commended for special recognition.
