Citation:   New Year Honours. 23864115 Sergeant Roy Barrington Vockins, Hong Kong Provost Company, RMP. Unit Road Safety Officer. November 1978 to date. Citation: This Non-Commissioned Officer has made a dramatic and outstanding contribution towards Road Safety since his appointment as Unit Road Safety Officer in November 1978. he very quickly realised the urgent need to increase road safety instruction throughout all British Forces Education Service Schools in the Colony, to reduce the lever of accidents and prevent possible loss of life. Operating through Headmasters, he established an excellent rapport with teaching staff at all levels, and has run a highly imaginative and constructive road safety campaign. His efforts have won the acclaim of teachers and parents, plus enthusiastic response from children of all ages. In parallel with these efforts, Sergeant Vockins has been the instigator and driving force of two thriving Road Safety youth Clubs for service children. The first of these is the "Big W", a skate board club designed for children age between five and fifteen. Meeting on a Sunday morning, it provides the excitement of skateboarding in a safe and controlled environment, coupled with a strong road safety bias. it has grow from its conception in November 1978 with forty seven members to its present strength of seventy members, and numbers increase weekly. His other club, "Mini Wheels" was formed at the same time, and concentrates on road safety linked to cycling. Membership again has swelled from an initial thirty members to eighty three, and has every indication of further growth. Equipment was initially inadequate in quantity and quality. Undaunted by this, Sergeant Vockins persuaded four major commercial organisations to make financial donations amounting to over 4,000 dollars 'without strings' to meet the needs of his thriving youth club. He has also established a close working relationship with the Royal Hong Kong Police Force Road Safety Organisation. His expertise and assistance at major road safety promotions have established him throughout the Colony as a well known, respected and authoritative figure on the subject. It is a success story, achieved by the individual efforts of this one man in the space of a mere eight months. It has meant hard work, and unbelievable enthusiasm, and sacrifice of many off duty hours. the end result is a dramatic improvement in road safety sense for our children throughout the Colony, two flourishing road safety youth clubs, excellent public relations for the army and the admiration of teachers, parents, and everyone else associated with his outstanding efforts.
