Citation:   Queens Birthday Honour. Captain Stanley Upton (486181), SIB, ANZUK Pro Coy, RMP. Sept 1971 - Dec 1973. Citation: Capt Upton has been responsible for supervising the investigation of all crime committed by or against members and dependents of the ANZUK Force in Singapore and West Malaysia since 1971. His exceptional powers of leadership have created a highly efficient unit from representatives of all three Services of the three ANZUK nations. In the execution of his work within the unit Captain Upton has been personally responsible for satisfactory concluding enquiries into a serious fraud within a major unit of the Force; this investigation required many months of careful and painstaking examination of many accounts and lengthy interviews with Service and civilian personnel both in Singapore and the United Kingdom. He has also been responsible for identifying and eradicating a serious outbreak of drug abuse amongst members of the ANZUK Force and dependents, without publicity in Singapore or in the home countries. This enquiry, involving long and irregular hours of work, incurred threats of violence to him as it progressed. Undeterred, he was ultimately successful, and his investigations let to the arrest of 36 Singaporean drug traffickers and the seizure of large quantities of drugs including heroin. The manner in which this enquiry was handled is worthy of the highest praise inasmuch as it could well have brought serious discredit to the Australian, New Zealand and British Forces stationed in Singapore together with embarrassment to their High Commissions had it become public knowledge. his extremely close and harmonious relations with the Singaporean and Malaysian authorities enable the ANZUK Commanders to take disciplinary action against their nationals without them appearing before civil courts. The two enquiries outlined above represent but a fraction of those undertaken by Captain Upton during his tour. He has displayed quite outstanding qualities of leadership, technical knowledge, tact and discretion in his dealings with the three ANZUK national contingents and the Singaporean authorities. The very good relationships existing at the lower levels of contact between the five nations are due in very large measure to Captain Upton's efforts which have enabled matters of jurisdiction to be resolved with the minimum of fuss and publicity.
